Dummy ticket for Dubai visa: where a reservation fits, and where it does not

A dummy ticket for Dubai visa files is a flight reservation with a PNR, held in the airline's system without paying the fare. Whether it is the right document depends on who arranges your visa and which airline you fly. No UAE government checklist we could find asks every tourist for a return ticket. Emirates, when it sponsors your visa, asks for a paid return Emirates ticket, and Indian airlines may ask visit-visa passengers for a confirmed return at check-in. In those two cases a reservation does not meet the wording, and the honest answer is to buy the ticket.

Is a flight ticket required for a Dubai visa?

Not by any UAE government checklist we could find. The tourist visa is run by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and, in Dubai, by the GDRFA. The government portal's tourist visa page on u.ae did not show a document list when this page was checked on 27 September 2026.

The claim that "UAE immigration requires a return ticket and hotel booking for every tourist visa" is repeated on many sites, but we could not confirm it on a government page. What is confirmed is narrower. Your sponsor, the airline, hotel, tour operator or relative who applies for you, sets its own document list, and a flight document may be on it. Emirates publishes its list, set out below.

Visa on arrival or a visa arranged before travel

Indian passport holders need a UAE visa arranged before they fly, unless they qualify for visa on arrival. The UAE Ministry of Foreign Affairs says it is open to Indian ordinary-passport holders with "a valid visa, residence permit, or Green Card from the United States, European Union, or United Kingdom". From 13 February 2025 it also covers Indians with valid residence permits from Australia, Canada, Japan, New Zealand, South Korea and Singapore, at any UAE entry point. The notice gives no fee, so check the current figure on u.ae or with your airline before you fly.

1. Check visa-on-arrival eligibility

   A US, UK or EU visa, residence permit or Green Card qualifies. For the six countries added in 2025, only a residence permit counts, not a visit visa. Emirates also says the supporting visa or permit should be valid for at least 6 months.

2. If you are not eligible, choose a sponsor

   The usual sponsors are the airline you fly with, a UAE hotel or tour operator, a travel agent working with one, or a relative who lives in the UAE.

3. Read that sponsor's document list

   This is where the flight and hotel rules come from. Emirates' list is set out below.

4. Apply with time to spare

   Emirates asks for at least 4 working days before arrival. We found no published government processing time, so allow more around Diwali, Eid and the December holidays.

Emirates as your visa sponsor: fees and the "176" ticket rule

If Emirates arranges your visa, a reservation will not do: its UAE visa page asks for "a copy of your return Emirates ticket", and the ticket number must start with 176, Emirates' own prefix. A ticket number exists only after the fare is paid. A reservation from Dummy Tickets Visa (DTV), or a hold from any source, has a PNR but no ticket number, so it cannot meet this line.

These are Emirates' prices, not a government tariff. Other sponsors charge differently, and we did not find an official AED fee for an ICP visa or a visa on arrival. Emirates also lists 14-day and 60-day entry permits (US$63 and US$141.36) for nationalities it names as eligible; check its page to see whether your passport qualifies. The documents Emirates asks for are "a confirmed hotel reservation for the duration of your stay" (or a family tenancy contract), the return Emirates ticket, and a passport valid for 6 months.

What Indian airlines check at departure for UAE visit visas

Indian airlines can ask visit-visa passengers flying to the UAE for a confirmed return ticket before they board. Advisories reported in 2024 also mentioned hotel proof and funds, and warned that passengers without them could be denied boarding. The wording, the amounts and the airlines involved change, so read your own airline's current advisory before you fly rather than an old forwarded message.

"Confirmed return ticket" in that wording means a ticket that is issued and paid. A held reservation does not meet it, and you should not present one as a ticket. If your airline's advisory uses that phrase, you have two options:

• Buy a cheap return you intend to use, dated inside the stay your visa allows.

A reservation can still go in the visa file if your sponsor's list asks for an itinerary. You then buy the real return after the visa is issued, before you fly.

Tourist, family visit, business and transit stays

When a dummy ticket for Dubai visa files is the right document

A reservation fits when your sponsor or agent asks for a flight itinerary or travel dates, not an issued ticket. Say you plan ten days in Dubai from 12 December, flying from Mumbai, and a Dubai tour operator is arranging your 30-day visa. Its list asks for your travel dates and a hotel. A return reservation for 12 and 22 December, received the day before you send the file, shows those dates. If instead Emirates is arranging the visa, buy the Emirates return.

DTV makes the reservation in the airline's system for the names, route and dates you enter on the booking form. You receive a PDF itinerary with a PNR you can look up on the airline's Manage booking page while the hold is live. It costs ₹699 per passenger, one-way or return, and one order covers up to 9 passengers on the same itinerary. It arrives by email or WhatsApp, typically 10 to 20 minutes after payment is confirmed, or on the date you pick in the "When do you want to receive it?" field.

Before you order: five checks

• Find out who is sponsoring your visa, and read their document list.
• If the list asks for a ticket, a confirmed ticket or an Emirates ticket number, buy the ticket instead of ordering a reservation.
• Read your airline's current advisory for UAE visit-visa passengers before the day you fly.
• Ask for delivery the day before you send your file, then check the PNR on the airline's website.
• If the sponsor asks for a hotel, add a hotel reservation for the same dates, and ask on WhatsApp first if you need more than one hotel.
