A free dummy ticket, meaning a real reservation you pay nothing for, exists only in narrow cases. A US rule makes covered airlines either hold a booking without payment or allow penalty-free cancellation for at least 24 hours, and a refundable fare can be cancelled after the visa decision for whatever its fare rules return. A free generator PDF does not count: its booking exists in no airline's system.

A free dummy ticket, meaning a real flight reservation that costs you nothing, exists only in a few narrow cases, and each one has a catch. A US rule gives some bookings a free 24-hour hold. A refundable fare can be cancelled after the visa decision. For some visas you need no flight document at all. What does not count is a "free dummy ticket generator": its PDF shows a booking that no airline has.
First check whether you need a flight document at all
The only option that is free with no catch is not submitting a flight booking where none is asked for. For a UK Standard Visitor visa, the Home Office guide to supporting documents lists flight bookings (unless transiting) as "less useful as evidence". For US, Canadian and Australian visitor visas, a flight booking is generally not a required document either.
People still choose to include an itinerary for those visas, to show their dates. That is optional. Read whether a UK visa needs a flight ticket or whether a US visa needs one before you pay anyone for a document you may not need. A Schengen file is different: the EU Visa Code lists a "reservation of or return or round ticket" among the documents a consulate may ask for, so a reservation is the usual flight document there.
The US 24-hour rule: free, but short and narrow
US rule 14 CFR 259.5(b)(4) requires a covered airline to allow reservations to be "held at the quoted fare without payment, or cancelled without penalty, for at least twenty-four hours", when the booking is made one week or more before departure. The airline chooses which of the two it offers. Only the hold is free up front. With the cancellation option you pay the fare and can cancel within 24 hours without a penalty.
The rule's reach is limited. Under 14 CFR 259.2 it covers the flights of US airlines, and the flights to and from the United States of foreign airlines, where the airline flies aircraft of 30 or more seats. A Delhi to Paris booking on a European or Indian airline is outside it.
A hold of 24 hours shows your plan on the day you hand it in, and then it lapses. The European Commission says a Schengen decision normally takes 15 days, and up to 45 when more checks are needed, so a consulate that opens the booking later will not find it. If you took the cancellation option and cancelled, do not submit that booking. A cancelled booking no longer shows your plan, and presenting it as current would mislead the officer.

A refundable fare, cancelled after the decision
A refundable fare is a paid ticket with an e-ticket number, so it meets rules that ask for a paid or confirmed ticket, which no free hold does. You buy it before the appointment and keep it through processing. If the visa is granted, you can fly on it. If it is refused, you cancel and get back what the fare rules allow. It is only free if the rules return the whole fare.
Say a refundable return fare costs ₹70,000 and its fare rules charge ₹5,000 to cancel. If the visa is refused, you get ₹65,000 back, on the airline's refund timetable. The route cost you ₹5,000, plus ₹70,000 tied up for the weeks of processing. If the visa is granted, the ticket is simply your flight. Airline fare holds: pay later, not free
Some airlines sell a fare-hold option that keeps a fare for a short period, typically one to three days, for a fee. You then pay the balance or let the hold lapse. It is a real booking in the airline's system, but it is not free, and it is still unticketed, so it does not meet a rule that asks for a paid ticket. Why a free dummy ticket generator is not on this list
A generator makes a PDF with flight numbers and a booking code it invented. Nothing is created in any airline's reservation system, so the code will not open on the airline's Manage booking page, which is where a consulate or an airline would look. Offers of a "7 days free dummy ticket" are usually the same kind of PDF with a longer number attached. Rules that no free reservation can meet
Where the official wording asks for a paid ticket, no unpaid booking meets it, whether it cost nothing or ₹699. Immigration New Zealand says "Your onward tickets must be paid for before your travel." The US Visa Waiver Program asks for a round trip ticket. In both cases, buy a paid ticket, ideally refundable. A booking held that way has a real booking reference until the hold ends. A website that promises a free PNR with no airline booking behind it is selling a generated PDF, not a reservation.
Can a free dummy ticket be the reason a visa is refused?
A generated PDF can cause real trouble, because its booking reference does not exist when checked and the document can be read as false.
